It was the first city in Hebei province to introduce the “Regulations on Optimizing the Business Environment”, bench-marking the World Bank and the national evaluation index system. 336 innovative improvement measures have continuously been proposed . Citizen-mayor consultation meetings and entrepreneurship-mayor consultation meetings are regularly held.The “12345 hotline system”where leading cadres regularly answer the phone calls from the citizens is being conducted . By comprehensively implementing the policy of “government affairs addressed online, time-saving and facilitating the people”, all administrative approval items have achieved “full-process online processing”, reducing the total promised processing time for 711 approval items from the legal 15,454 days to 2,455 days. Efforts have also been made to advance the reviewing process of “double-blind”in bidding and tendering and ensure the sharing of regional assessment results，which creates a first-class business environment that is market-oriented, law-based and internationalized. It has been rated as an innovative city for urban business environment in 2023, a national demonstration zone for the fourth batch of social credit system construction, and a national demonstration zone for intellectual property protection. It ranks the second among provincial capital cities in the national taxpayer and payer satisfaction survey.
